Federal ruling places US in charge of California smog plan
A federal judge ruled the United States government alone is responsible for drafting emergency air pollution plans in California, dropping the state as a defendant in a suit by the California Lung Association and others. The decision cites the 9th Circuit precedent that the EPA administrator can adopt plans if state officials refuse to act. The ruling leaves EPA oversight in place as California cooperates on finalizing a tentative plan due for final approval Feb. 28.

California ends Alaskan gas contract with ARCO
Southern California Gas Co and Atlantic Richfield terminate the Alaskan gas contract, ending a plan that would have loaned ARCO 420 million and charged customers about 2.50 a month. ARCO and PAC officials cite antitrust concerns and regulator reversals as the cause, with projected savings of up to a billion dollars in advance payments for California consumers.
