Disaster area declared after third violent night
About 300 National Guard troops were mobilized in Isla Vista near the University of California at Santa Barbara with 300 more en route after three nights of campus violence. Gov Reagan declared an extreme emergency as 1,500 youths disrupted the Three-block district, burned businesses, and clashes with police continued despite curfews and threats of martial law.

Commission ups budget requests for 1970 71 parks program
In its second budget session the Parks and Recreation Commission approved a recreation budget of 110 429 up from 82 249 last year and backed park development phases. It also endorsed hiring a senior recreation leader, park plans for Senior Citizens and Community Centers in Ryan Park, and a safety upgrade for Lompoc High Auditorium.
