U.S. Sen. Alan Cranston of California announced plans to introduce federal legislation to halt all offshore drilling on federal tides and shores. The move aims to stop oil activities in U S coastal waters pending broader policy action.
A bolt hit Standard Oil Co of California's offshore platform Hilda about two miles off Carpinteria. The gas vent ignited, creating a towering orange flame visible along the coast. Firefighters smothered the blaze by 3 a.m. with chemicals. no injuries reported.
The flow of crude oil from a near offshore drilling platform increased on Tuesday and appeared thicker and blacker than earlier seepage. Union Oil Co. spokesman said there is no estimate of the amount, but it is considerable. The initial spill dumped over 230000 gallons and coated 35 miles of beaches.

Lompoc Unified School District trustees award Tri Central Construction a 701 890 dollar contract to build Miguelito School on Olive Avenue west of V Street after years of negotiations over underground utilities and a condemned property. Construction starts within 30 days weather permitting.
The County Water Agency delayed action on a Santa Ynez district resolution. It directs county officials to study flood control aspects and feasibility report acceleration with the Bureau of Reclamation and Corps of Engineers, and to confirm local review of the draft report.
