Explosive law tightens rules on sale and use nationwide

The new rules restrict manufacture import and sale of explosives to licensed individuals over 21 with audits and penalties. Federal permits required for interstate purchases and home-state buyers must swear eligibility. Storage must be secure weatherproof and distant from people and transit routes.

Huge atomic test set for Aleutians

The Atomic Energy Commission plans an underground test of more than a megaton at Amchitka in the Aleutians next fall code named Cannikin. No date or authorization yet. Canada will protest the testing amid earthquake concerns.

Penney dies at 95 founder of J C Penney passes

James Cash Penney founder of the J C Penney stores died at Harkness Pavilion after a fall on December 26. He was 95 and had opened a first Kemmerer Wyoming dry goods store in 1902 that became the JC Penney chain. He was born in 1875 near Hamilton Missouri. his father a lay preacher valued honest labor.

Holidays to bring three day weekends through new law

A new federal law shifts three day weekends by moving holidays to Mondays. Washington’s birthday is observed on the third Monday in February though Feb 22 is its historical date. Memorial Day, Columbus Day, and Veterans Day also change dates for long weekends.

James Karl Anderson 64 funeral planned in Lompoc

Funeral services for James Karl Anderson age 64 will be held tomorrow at 10 a.m. at McPeek Family Chapel. Burial follows at Lompoc Cemetery. He died Wednesday at Lompoc Hospital. Born May 17, 1906 in Georgia. Survived by sister Mrs Weatherly and Ray Weatherly of Lompoc and niece Glenda D. Watkins of Caton.

Atkins testifies murder of Sharon Tate was "right thing to do"

Susan Atkins told the penalty phase of the Tate LaBianca trial that the killing of Sharon Tate seemed like a good idea at the time and she had no sympathy for the seven victims. She described Tate as a store mannequin and said she stabbed her after Tate begged.

Johnson Denies Dictator Charge in County Audit Row

County Administrative Officer Raymond D. Johnson rejected Auditor Controller A. T. Eaves Jr. charges that he aims to run county finances like a dictator. Eaves alleges improper payments and seeks probes into Grand Jury auditors Longo and Cargill, while Johnson endorses updated accounting procedures and cites timing of the Grand Jury report.

Free chest X ray offered at Veterans Memorial Building site

The Daily Record notes a mobile X ray unit will be at the southeast parking lot of the Veterans Memorial Building on Feb 18 from 11 a.m. to 2 p.m. and 3 p.m. to 6 p.m. Any person 15 or older may receive a free chest X ray during the event. In Heart Month coverage, Dr. Barry J. Coughlin will speak at the Chamber of Commerce Women’s Division lunch at noon in the Valley Club.

Jaycees Honor Payton as Lompoc Valley Young Man

Larry Payton 29 and his family live at 1316 N. A St. in Lompoc. He works for Crowheat Baking Co. in Santa Barbara and helped establish the Lompoc Jaycees. The local group joined California Jaycees and Jaycees International at the Feb 5 charter banquet. Payton earned the California Jaycee Distinguished Service Award for his work. Hearing set on surveys by state lands commission

The State Lands Commission will hold a public meeting in Sacramento on February 2 to consider extending geophysical survey permits for Union Oil, Pan Petroleum, and Texaco along coastal areas from Pt. San Luis to Pt. Conception and seaward of Mendocino County north to the state’s southern boundary.

Enlisted Men Indicted in Camp McCoy Bombing Case

A UPI report states three army enlisted men charged in the Camp McCoy Wisconsin bombing are to be returned from Colorado within a month. A federal grand jury returned indictments for blowing up an electric substation and telephone exchange and damaging a water reservoir at the Army post. The indictments are among the first against military personnel in recent bombings.
