On February 11 1971 President Nixon released a 200 page plan to reorganize independent agencies regulating transportation power trade and securities. He backed a single transportation agency merging ICC CAB and FMC while splitting FTC into consumer protection and antitrust bodies and creating new federal courts to speed decisions with up to 15 federal judges serving 15 year terms.
