The Lompoc Water Commission kept its no increase recommendation while the City Council agreed to study both the no hike and a 20 percent plan. A third alternative shifting bits of each proposal was added, with detailed reports promised.
The Lompoc City Council approved a 10 inch water main for Grefco Inc at a 3-1 vote with the project funded by the State Division of Highways. The decision hinges on a future easement and sleeve under Rt. 1 at North Avenue and potential water supply implications for an eastward expansion.
The school board, in a 3-1 vote with trustee Karl Braun opposing and Archie Nagle absent, approved six war surplus trucks for the gardening department after deeming current trucks costly. They also budget about $14,000 for a one and a half ton truck and an aerial ladder, with $8,750 covered from undistributed reserve.
Britain declares a national state of emergency to curb fuel shortages amid a five week coal miners strike. The Privy Council approved provisions for electricity blackouts and troop use, with emergency regulations to ration power and curb lighting and ads.

UPI reports 41 Communist strikes on U.S. and allied bases since Tuesday morning. Attacks include the Da Nang rocket barrage wounding 10 and damaging four buildings.
District Attorney David Milner reports a 46 percent drop in narcotics complaints in Lompoc Valley for 1971 from 58 in Santa Maria and 187 in Santa Barbara. Total felony complaints in Lompoc also fell 25 percent. Council leader Harry Crompe and the Record editor credited the Lompoc Valley Drug Abuse Coordinating Council, formed February 1971, with the reduction.
