Authorities halt county move to end food stamps

Federal and state welfare officials rejected a county plan to terminate food stamps for students and restrict new applications to families with children. Welfare Director Arthur Nelson said federal law forbids the move and would put California out of conformity. The county issues about 3,500 food stamp recipients, including 1,100 students, with 40 percent payment on $500,000 to $600,000 in stamps issued monthly. Lines at Santa Barbara Goleta Santa Maria and Lompoc offices are expected to grow as staff cuts coincide with new applicant surges. The board voted to preserve 10 threatened positions to July 1 and may pursue state funding to maintain mandated services.
