Supervisors urged to defer sheriff district study of incorporations

The County Taxpayers Assn asks the Board of Supervisors to delay forming a special service district for sheriff patrols until feasibility of incorporating Goleta Isla Vista and Vandenberg Village is studied. Recommendations urge deferral if legally possible and creation of urban area committees to explore incorporation. Chester Kautila, executive secretary, relayed the plan ahead of the Jan. 3 session. Col Hugh D Young heads the association. LAFCO had referred the proposal after amending an earlier Santa Barbara City Council originated plan.

Countywide patrol funding plan raises tax and services split

At a LAFCO meeting the proposed countywide sheriff patrol funding district was framed as shifting tax burdens from cities to county taxpayers while denying benefits to unincorporated areas. Santa Barbara Mayor David Shiffman and Lompoc Mayor Eugene Stevens argued cities fund police and do not use sheriff patrols, urging a countywide district and possible incorporations to avoid mounting district costs. Critics warned of boycotts and revenue withholding, stressing the need to resolve tax inequities through governance reform rather than piecemeal actions.
