EPA Faces Tough Test as It Regulates New Plants

The EPA has completed three of four major Clean Air Act steps and will soon address the toughest task autos. It issued nationwide limits on major pollutants last April 30 with city deadlines by mid 1975. New plant standards target five types including cement and sulfuric acid producers.

California to buy private school textbooks for students

California taxpayers will fund state purchased elementary school texts for private and parochial schools for the first time next year under a Reagan signed measure. The bill by Assemblyman Vasconcellos allows private students to enroll in public high school vocational and science classes if space is available and lets visually handicapped students use existing state materials. Reagan said the move is reasonable as it avoids a half billion dollar shift if private schools closed.

Fathers sue to press Coast Guard probe of Lake Huron tunnel blast

In Detroit two fathers of workers killed in the December 11 Lake Huron water tunnel explosion filed suit in U S District Court seeking a Coast Guard investigation. Their attorney Leonard Jaques said the drilling operation that may have sparked the blast was five miles offshore and under Coast Guard jurisdiction.

California Farm Output Sets Record In 1971

California farm production reached a record 42.5 million tons in 1971, with vegetables up 6 percent and fruit production rising 8 percent led by grapes. Livestock and poultry cash receipts totaled 1.81 million, and overall gross receipts hit 4.48 billion, up 5 percent from 1970. State Agriculture Director Jerry Fielder highlighted the sector’s growth and economic contribution.

Bulgarian airliner crash kills 28 on Sofia flight to Algiers

A Balkan Airlines Ilyushin 18 crashed on takeoff from Sofia Airport in light rain, killing 28 of 73 aboard. The charter carried 11 crew and 62 passengers including the Sofia Ensemble. one noted entertainer Boris Gudjounov was injured. No foreigners aboard.

Reapportionment commission opens first hearing in Sacramento

The State Reapportionment Commission began its first hearing to draft redistricting proposals despite a Supreme Court order against adopting plans. Lt. Gov. Ed Reinecke stated the panel will proceed independently from the legislature, with Secretary of State Edmund G. Brown Jr. urging judicial guidance to avoid chaotic elections next year. The panel faces a four of five member approval rule, and a shuffled district for Rep. Paul N. McCloskey excludes Santa Cruz County.
