California legislators from both parties plan bills to allow 18-year-olds to vote in state and local elections as well as federal races. The Supreme Court upheld 18-year-old voting for congressional and presidential contests but left state age limits for local ballots to the states. Democrats see a boost from younger voters. Republicans dispute the approach.
The Reagan Administration announced steps to deny welfare and Medi Cal benefits to unmarried pregnant girls, arguing the state has no business paying for immorality. Secretary Lucian Vandegrift said minor unwed mothers supported by family or the father of the child would be dropped from rolls, saving an estimated nine million dollars next year. He noted aid and health services would not be affected for girls with inadequate resources.

Rep L Mendel Rivers chairman of the House Armed Services Committee remained in serious condition at University Hospital Birmingham Alabama after another setback in his recovery from open heart surgery. A spokesman said the 65 year old senator continues to show reduced heart performance with episodes of arrhythmia and his condition remains serious. He was revived by a nearby resident physician when his heart apparently stopped Sunday night.
The Senate rejected a bid to end the filibuster on a 42 to 44 vote, failing to reach a majority or the two thirds needed to halt debate. The dispute revolves around a $2.6 billion SST funding package and $210 million for government SST research, with supporters citing strategic aviation leadership and opponents arguing for private funding or no new money.
English economist Thomas Malthus warned that population grows faster than subsistence. By 1969 U S fertility fell amid birth control and immigration shifts while global growth persists.
