First county bargaining unit forms under new plan

The 390 welfare department workers and probation officers compose the first county bargaining unit under the Employer-Employee Relations program. Social Services Union Local 535, affiliated with SEIU, will be the initial representation on the ballot. Len Roders notes no other groups filed challenges before the deadline. The AFL-CIO sought a non supervisory unit. the Meyers Milias Brown Act governs the policy, with transition rules keeping five existing groups recognized until March.

Water advisory panel stalls on pricing plan awaiting funding

County Water Advisory Committee could not adopt six proposed principles for state project water pricing and allocation without input from consultant Robert Edmonston. They debated an uncommitted water reserve and an ad valorem tax, but Edmonston said current funds limit his analysis. Committee urged supervisors to provide funding for the study.

California would adopt proportional presidential primary plan

Assemblyman Frank Murphy Jr. introduces AB2685 to abolish winner take all for Republicans and allocate national convention delegates by each candidate’s share of the primary votes. The measure aligns with Prop 4 to list national candidates on the ballot and requires affidavits if a chosen candidate won't run in California.

Commission to consider purchase of Nojoqui Falls

The County Park Commission will discuss acquiring Nojoqui Falls as part of Nojoqui County Park at its Dec. 13 meeting in Santa Barbara. The falls area is currently leased to the county by Tito Giorgi, who prefers not to sell. The Board of Supervisors has approved banning camping at Nojoqui Park after earlier restricting 17 day use sites for overnight camping Oct 1 to Apr 30. Day use has surged from 157,000 in 1971 to 185,000 in 1972. 177,000 visits were recorded by November this year.

J M schedule accepted by county air board

The County Air Pollution Control District hearing board accepted a master compliance schedule from Johns Manville Products Corp to bring emissions from six diatomaceous earth plants near Lompoc into conformity with rules. The board granted a 50 week variance to install required equipment. The board also considered Southern Pacific Milling Co requests for high sulphur fuel use and extra diesel allocations for its Santa Maria Valley plant.
