August rain fell across the Lompoc and Santa Ynez valleys with more than a half inch in Lompoc Valley. Weather watchers note it as the eighth August rain in six decades and the heaviest since 1913. Hay growers scrambled to cover exposed stacks as tarps went up before dawn.
Secretary of State Kissinger branded the North Korean assault on two U.S. officers as premeditated murder and warned against allowing Americans to be assaulted with impunity. He outlined U.S. options and noted reinforcements and increased readiness as Joint Chiefs boosted alert status.
President Ford urged a head to head debate with Jimmy Carter as he predicted victory framing the race around prosperity peace and public trust. Dole pledged a lofty campaign while Ford prepared for a 10 day Vail vacation and outlined reform of the vice presidency.
Jimmy Carter charged that Ford has left the nation drifting and urged new White House leadership in the fall campaign. He contrasted his view with Dole's aggressive style, cited Watergate as a campaign issue, and defended Ford's pardon of Nixon while criticizing congressional scandals.
