U S B 52 bombers attacked troop positions within 21 miles of Saigon and 33 aircraft total. The raids damaged supply caches and bridges as the Tonkin Gulf crash left a missing pilot. A C130 crash near Saigam killed most aboard with 35 of 51 dead.
Former U S attorney general John Mitchell accuses Ramsey Clark of being duped by the North Vietnamese over prisoner releases. He questions Senator McGovern about Clark and Hoover. Mitchell cites Clark's Hanoi assurances as inconsistent with U S government positions and calls for fuller disclosure of Clark's tour details.
Planning Commission granted a home use permit and a zone change while a proposed 9.5 acre industrial site east of Lompoc drew top billing. The county referral by Hogg Brothers triggered debate on a statement of opposition, with city officials and a citizen advisory committee asked to prepare a zoning report.
Dr. James G. Bond was appointed president of California State University Sacramento becoming the first black president of a major western university. Bond, 48, has been vice president at Bowling Green University Ohio since 1967 and succeeds Bernard Hyink who returns to a faculty post at California State Fullerton. He earns a PhD at New York University 1954 after degrees from Baldwin Wallace College and Bowling Green. Bond takes office for the fall term.
County officials and the Air Pollution Control District discuss whether the current backyard burning ban should be continued or modified in Santa Maria Lom Solvang Orcutt and nearby areas. Hearings and resident input planned as officials note permissive burn days and disposal issues.
The Lompoc City Council plans three actions to place a sewer bond issue on the November 7 ballot including an election order and a request to consolidate with the general election. A bond type recommendation between general obligation and revenue bonds is pending from a financial consultant. The agenda also covers zone changes and open burning rules.
