President Carter signs two major measures the $10.4 billion public works bill and a Clean Air Act update granting automakers more time to meet exhaust standards. He pledges enforcement of the emission timetable while ensuring funding for nine of 18 dam and other projects.
Secretary of State Cyrus Vance, meeting King Khaled in Taif, discussed continuing efforts to revive peace talks with Israel. Carter indicated the Palestinians may accept a modified UN 242, while the US requires full, unmodified recognition of Israel’s right to exist.
Energy Secretary James Schlesinger urged the Senate Finance Committee to revive President Carter's standby gasoline tax amid House opposition. He urged strengthening tax parts of the energy bill and removing exemptions while boosting taxes on gas guzzlers and including light trucks. The hearings open as lawmakers criticize the plan, with Roth accusing it of despair and higher taxes and Long urging growth and energy supply assurances. Transportation head Brock Adams warned of pump prices near $1 per gallon if taxes pass.
Fire crews shift to defend the Carmel Valley watershed as the Marble Cone forest fire grows northward threatening the Carmel River basin and its 20000 residents. Foresters warn erosion and floods if the watershed is damaged, while containment at Scarface improves with 80 percent control and anticipated finish by Wednesday.
Lompoc Planning Commission will hear a home occupation permit request for Jay David Watson Jr. to run a gemstone related business from 636 N Sixth St in an A-1 zone. Also on the agenda a lot line adjustment request for 1309 W Nectarine Ave and a division of a 24000 square foot parcel at Airport Ave and Seventh St into three parcels for single family homes. The meeting starts at 7 30 p.m. in the Central Administration Building at 1301 North A St.
Forty eight demonstrators staged a trespass arrest at the Diablo Canyon nuclear power plant near a major earthquake fault in San Luis Obispo. Activists led by Daniel Ellsberg and Barry Commoner spoke at Avila Beach rally attended by about 1,000.
Larry Grafton, 25, led his crew to evacuate a fire camp in Modoc National Forest near the Nevada border. He phoned family late Wednesday saying he was safe, though his pickup and camper were left behind as flames threatened the camp. The Happy Camp guard station survived, and Grafton’s crew relocated west of the blaze as dry lightning sparked hundreds of new fires across Northern California.
