Funeral services for Norman Klemeth Skau aged 51 of Mission Hills were pending after his death on Saturday. A man was fined 1382 dollars, ordered to weekly Alcoholics Anonymous sessions and had driving privileges suspended for two years. Wilson was jailed on June 24 after a prior arrest. Francis Robb, 42, of Lompoc area, arrested Saturday on Rucker Road, jailed in Lompoc with 970 dollars bail on evading arrest charges. Zaca Lake resort plans in Santa Ynez Valley meet a setback as the County Technical Review Staff backs a Planning Department report deemed inadequate and not fully objective. The report goes to EQAA with recommendations to require more information and consider a county department or consultant to complete the environmental impact study.
