Lompoc Teen Named 1st Runner-Up in Pearl of the Pacific

Klara Pochalonis of Lompoc earned the title of first runner-up at the 1969 Pearl of the Pacific Pageant in Guayaquil Ecuador representing the United States. Paulina Becker Sierra of Chile won the crown. Klara, 18, was the youngest contestant and returns home after a month of pageant events and diplomacy with Ecuadorian Jaycees. She plans to attend Hancock College and hopes to return next summer as a guest for the 1970 pageant.

Emergency ordinance bans camping in county areas

The Board of Supervisors approved an emergency ordinance effective immediately prohibiting sleeping or camping in designated private or public areas. The County Health Department and sheriff's office will enforce the rule, with Supervisor Clyde noting the need for action. The Carpinteria area was removed from the ordinance as the city governs it now.

Western governors urge nationwide push to fund state programs

At a Seattle meeting the Western governors urged colleagues from the East South and Midwest to press the Nixon administration for more federal funding of state efforts. Ronald Reagan seeks airport and rapid transit funds. Tom McCall calls for no strings block grants and aid for schools with federal employees. Forrest Anderson seeks greater farm subsidies and tighter offshore oil drilling controls.
