County supervisor Charles F. Catterlin questioned the procedure in a Monday General Plan action. Supervisor George H. Clyde planned a May 1 reconsideration. The board reaffirmed a 1965 stance that the General Plan is pliable, not fixed, after public hearing gaps and late afternoon action. Public hearings to align the plan with zoning begin this summer.
