County planner calls general plan a mere hope and hoax

Veteran County Planning Commission member Dr. M. W. Duncan said the county general plan and the existing zoning cannot be reconciled under state law requirements. He argued present zoning is the legal fact and warned extensive legal action would be needed to change it. The panel discussed Supervisor action on general plan hearing guidelines and the need for flexible application of land use designations. The county seeks to clarify guidelines as it prepares public hearings to align plan and zoning in unincorporated areas. A May 1 report will address inverse condemnation potential and compensation for property owners affected by park designations.
