A four member panel neared completion of a vote recount in Lompoc with results not expected to change. Mayor Arthur Scott will stay in office and Emil Scolari defeats Charlotte Benton by 29 votes. Council to review tonight and consider a Fire Zone ordinance amid opposition letters.
Sheriff’s Sgt. Edward Piceno testified of a lax command structure in the office before Sheriff John W. Carpenter’s 1971 takeover. He described an incident involving a slot machine removal, pill theft alleged by Honey, and several supervisor lapses. The hearing before the County Civil Service Commission continued into its fourth week with cross examination revealing disputes over timing and locations of incidents.
Lompoc Beautification Commission voted to develop broad beautification goals for street tree planting and outlays. A survey showed 38 trees needed on North H Street and East Ocean Avenue at about 10 dollars each. Autrey urged a broad identity concept guiding expenditures. a landscape architect will be consulted and a unified concept presented to the City Council.
Electrical interference knocked out Apollo 16's guidance for 18 minutes before Ground commands guided pilot Thomas Mattingly to fix the gyroscope navigation platform. The crew resumed toward the Moon rendezvous as Flight Director Schaffer declared go.
