Physicist Ralph E. Lapp testified before the Senate Space Committee that projected shuttle payload costs would be far higher than NASA and White House projections. He cited a $5,100 per pound 1979 1990 cost, $500 per ounce payloads, and a claimed $19 billion potential saving by not building the shuttle and relying on existing rockets.
Voters reelected Mayor Arthur Scott and approved Emil Scolari for city council in a close contest over Charlotte Benton. Benton may seek a recount, with canvass totals ongoing and four days to file any request. A housing measure for the elderly passed 3 094 to 834.
Sheriff Captain Joel B. Honey testified at his Santa Barbara appeal hearing that he likely struck a handcuffed Isla Vista prisoner after being insulted and spat upon, citing extenuating circumstances. He also accused Lt.
