DOD official to aid Lompoc economic diversification plan

A Defense Department official from the Office of Economic Adjustment will visit Lompoc to help craft an economic diversification plan. Mayor Wahlers said the DEA will assess the city’s economy, industrial potential, and past efforts, with a no cost report and possible future plan.

Jobless Rate Drops to Post Recession Low in March

Unemployment fell to 7.3 percent in March, a post-recession low, driven entirely by fewer layoffs among men as weather thaw boosted recall. Total employment rose to 89.5 million. Discouraged workers declined, and part time job numbers eased to 3.3 million while teen and race-specific rates varied.

City and County Conserve Water in Separate Sessions

The City of Lompoc and Santa Barbara County set separate meetings to discuss water conservation amid drought. A five member county subcommittee led by Thomas G. Nielsen will study proposals in Solvang at 1 p.m., while Lompoc’s Water Commission meets at 7:30 p.m. at City Hall. Proposed measures include toilet and shower water reductions, possibly toilet kits, with Village residents also to receive conservation kits.

Senate votes adoption of new code of ethics

The Senate approved a code of ethics by 86 to 9, with strong support from President Carter and leaders of both parties. It includes disclosure of personal income and limits on outside earnings and applies to top staff. Some members balked at an 8625 yearly limit on outside income.

Vance Warns Gromyko Threatens SALT Basis Change

Secretary of State Cyrus Vance warned in flight from London to Paris that Andrei Gromyko threatened to alter SALT by raising U S forward bases in Europe and the Mediterranean. He said such a move would reverse past positions and could undo Vladivostok concessions on forward-based systems. Vance acknowledged U S disarmament proposals give a slight edge in warhead count but favor Moscow in throw weight. He noted U S stance on the Backfire bomber and said the plan would freeze qualitative improvements. In Paris, Vance reported to the French government on abortive Moscow talks and reiterated U S support for Britain's Rhodesia peace efforts.

Carter adviser accuses Russia of inaccurate charge

Zbigniew Brzezinski defended U.S. human rights insistence and pressed for deeper arms cuts. He said Moscow used strong inaccurate language about talks in Moscow and outlined Carter's aim for substantial strategic reductions, warning SALT must not trade values for deals.

Housing crisis warned as new homes near ninety thousand

Ken Rosen of Princeton told the Senate Banking Committee that by 1986 the median price of a new house could reach $90,000 with a $23,000 down payment. He warned that universal home ownership may vanish and that many families will be priced out.
