London reports the new prime minister David Lloyd George declares no conference with Germany unless all Allied terms are accepted. He ranks the rejection of the proposal as a pivotal act and outlines plans for national service to match Germany’s mobilization.
Washington officials say Lloyd George’s reply to Germany does not close the door to further discussions. The note is seen as a signal that a peace conference could be possible, with the United States acting as intermediary for now. German diplomats remain cautiously optimistic about a future exchange of notes.
Democratic Leader Kitchin’s plan to recess Congress from December 22 to January 2 was adopted in the House by a 141 to 44 vote. A similar Senate action is expected to follow.
American ambassador George W. Guthrie, acting for central powers interests, presented peace proposals to Viscount Motono, the Japanese foreign minister, in Tokio on December 19.

Washington December 19 A compromise flood control bill will be sent to the Senate Commerce Committee by Senator Newlands to bridge supporters of his general water system and the House plan for 50 million dollars for Mississippi and Sacramento rivers. He proposes keeping the appropriations but adding a nationwide waterways system and at least 1 million to begin organization. Chairman Fletcher urged drafting and submission of the compromise. Newlands leads an informal group of northwestern senators opposing project-specific flood measures.
The Sons of Veterans in the G A R hall host a 7:30 p m session with officer elections and a talk by T S Kerns on Prison Life in the South During the Civil War. Kerns describes the Salisbury prison and its tortures, offering a personal perspective on Confederate confinement. The group, based in Logansport, promotes patriotism and reverence for the flag.
Brig Gen George Bell Jr reported a round robin protest by more than three Eighth Ohio infantry members protesting camp conditions. An army inspector conducts the inquiry after Private Rodney Lapp died of pneumonia at the base hospital, with signed men to be questioned. no arrests reported.
Four company troops were quarantined in El Paso after four men in E and G of the First Infantry, Second Infantry, and B of the Fifth Infantry tested positive. Headquarters announced the four cases among the troops.

The senate moved toward final passage of Senator Eppard's District of Columbia prohibition bill. A 54 to 5 vote adopted a change allowing all residents to participate and literacy and tax-status requirements were set for suffrage, while Underwood's referendum amendment failed 38 to 38.
County institutions plan large Christmas meals with turkey and fixings. Longcliff will feed the most, with 125 turkeys, 30 bushels of potatoes, 200 loaves of bread, 80 gallons of oysters, and 300 mince pies. Orphans Home serves 27 children and 5 attendants, with ice cream and cake. Gifts distributed at 10 am. donations welcomed.

Thomas H. James mine inspector for Houghton County died in Calumet Michigan after a pipe line broke near the top of the Red Jacket shaft at the Calumet and Hecla mine. A section of pipe fell into the cage, fatally injuring him during ascent.
London reports that the Danish government will seek in the rigsdag to sell the Danish West Indies tomorrow. Conservatives and others opposed to the bill will propose selling St Thomas to the United States while retaining St Croix and St John.
Halifax December 19 report says the American schooner William Mason, sailing from Perth Amboy to Yarmouth Nova Scotia, has been lost with all hands.
North Adams Massachusetts held a no license vote on December 19 with 1694 for no license and 1596 for license ending 29 years of liquor licensing. Last year license supporters won 1741 to 1557.
