Paris reports Premier Briand denounces the German peace offer as a trap and says he will seek increased powers to continue the war. He also promises the government will not pursue a national mobilization like the German home army plan.
Senator Stone, chairman of the Senate Foreign Relations Committee, tells the League to Enforce Peace that neutrals such as the United States have suffered and may seek open negotiations with belligerents to reestablish normal international conditions. He warns against impertinence yet urges right to speak for peace on national interests.
The Russian government calls central powers peace proposals an attempt to sway public opinion. Washington reports arrival of German and Austrian notes and hints at not rejecting overtures without examination. Germany favors limited universal disarmament and opposes international coalitions as a wartime check.
The local wheat market held at 1.53 per bushel with no further drop yesterday as Chicago board trading closed weak and Wall Street also fell. Analysts expect wheat and cereals to ease further in today’s session amid the broad market downturn.
Fort Wayne Indiana December 14 the state board of accountants of Indiana did not officially order a uniform system of keeping records by county officers. Gilbert H Hendren of the state board informed prosecutor Frank Emerick that Hendren cannot appear as a witness due to sickness. The case of Amiel C Gladieux sheriff of Allen county for not keeping records was continued.
Washington reports the House Judiciary Committee voted to recommend submitting a constitutional amendment banning liquor manufacture and sale for beverage purposes. Prohibition supporters expect quick passage. Senate debate looms as Underwood Kern proposals trigger wider referendum interest.
The Interstate Commerce Committee will hold further hearings on Wilson rail bill proposals. Immigration bill passes 64 to 7. Debate on prohibiting liquor in the District of Columbia continues. Willard Saulsbury of Delaware elected president pro tempore. House debates appropriations and approves recess from Dec 22 to Jan 2. The Belgian legation in London denies a Morning Telegraph report that the central powers offered peace to Belgium. The denial was issued from London on December 14 in the 6 46 p m timestamp.
Berlin reports French forces began an offensive in the Verdun region this evening. The supplementary war office statement says French troops advanced on both banks of the Meuse.
Berlin authorities fix a maximum price of 39 cents per pound for the best cuts including liver and sausage as horse meat prices rise steadily.
Telegraph dispatch notes bombardments and minor actions on most fronts while the Danube army of Teutonic allies crosses the Jalomitza in Roumania. Invasion advances continue along the front with Berlin claiming French gains on both banks of the Meuse amid Serbian sector bombardments.
Associated Press report from Rochester Indiana notes efforts to settle an overpayment of 3500 by former Wayne township Trustee Weeks to a school contractor. Field examiners accuse Weeks of overpaying contractor Charles I Hipskind of Wabash.
F L McWilliams a jitney driver of Liberty and West Columbia streets was arrested on grand larceny charges. The arrest follows a probe by M A Cornell of Point Garage and detective work by W L Britton of Peru after tires were stolen weeks earlier. Three tires from Point Garage were recovered along the Wabash river banks. McWilliams’ jitney bus was damaged in a crash at Market Street and Eel River Avenue.
The Longcliff thermometer fell to 4 degrees above zero at 1 30 this morning, with 7 above at 6 am and 13 at noon. A slow evening drop brought 10 above by 6 pm as Dakota records 12 below zero elsewhere and Yuma hits 70. Local highs yesterday stayed under 18.
A wagon hit by a Southern passenger train fatally wounds G A Bremley 45 a butcher and Frank Sloan 14 a delivery boy. Elmer Cooper and Louis Seaman escaped safety as Blomley and Sloan were dragged by the engine before it stopped a half block away.
An elevator bucket plunged seventy feet in the Holmes mine at Ishpeming killing three men and fatally injuring six others. Officials say a frozen cross-head caused the accident at the Cleveland Cliffs Iron company property.
Vincennes Indiana December 14 Floyd Buckworth aged 20 was killed in the Indian Creek coal mine this afternoon. His body lay beneath a mine car with a crushed skull and a severed leg. The cause of the accident was not yet determined.

Eureka California December 14 Twenty six crew members of the US submarine H-3 were trapped on a shoal after a foggy collision near Humboldt Bay. Coast guards and the steamship Cheyenne aided the operation, five men lifted ashore at 5 PM and the remaining 21 rescued by 8 PM.
