One thousand Czechs marching from Vladivostok to join General Semenoff arrived in Harbin to an encouraging reception. Allied consuls and the American railway commission participated as speeches and the Cediz national hymn were sung. The group received food gifts and was hailed as saviors along the route.
Moscow dispatch says the bolsheviki capture positions in the Archangel district where allied troops are present and that enemies have abandoned fighting near Onega. Minor successes also claimed against the Czecho Slovaks in ongoing operations.
London reports the northern Russian government formed with M. Tchaikovsky as president and foreign minister. The program calls for restoration of democratic power, universal suffrage local government, reestablishment of the army, and expulsion of German invaders in cooperation with the Entente. Don Cossacks win on the Don marching toward Zaragin, one day from victory, per official statements via Kiev.
A large oil tanker 25 miles off Cape Hatteras is burning with a submarine nearby. The crew was rescued by life guards. Reports say the submarine is German and shell fire started the blaze.
An American bombing squadron led by Lieut. Gundelach dropped twenty bombs on Conflans railway yards in France. Eighteen direct hits hit the center and east tracks, two on the round house. They were chased by eleven enemy planes, six left behind. one enemy plane was hit and forced to descend near Joinville. Gundelach was slightly wounded.
Nearly 950 foreign born soldiers became U S citizens at Camp Zachary Taylor near Louisville. The oath of allegiance was administered by U S District Judge A M Cochran as Army officers and trainees watched.
An explosion at the St. Julian's Creek naval magazine near Norfolk killed two men and seriously injured a third while loading a six inch shell. Ordnance officers, puzzled by the accident, reported all precautions followed and no prior incident with this explosive in six to seven years. An investigation was ordered.
Washington Aug 16 The house ways and means committee agreed on an 8&8 percent exemption plus a $3,000 exemption for excess corporate profits and 40 percent tax on profits between 8 and 20 percent with 60 percent on excess above 20. A flat 80 percent option was considered. The plan also classifies business deductions by sector and projects about three billion in revenue toward an eight billion goal. The normal income tax is expected to start at 5 percent on the first $4,000 with surtax steps up to 75 percent for very high incomes.
A six car Navy exhibits special arrives Sunday at noon and stays until Monday noon with torpedo boat destroyer submarine and other warfare craft. 55 accompanying personnel include 27 naval band members 21 jackies two officers and several speakers. The event features drills concerts speeches and a cannon salute in Court park with free admission for Cass county residents. Ensign H D Childs leads the party and reception is at Court park 2 PM.
At a Chamber of Commerce lunch the public is invited to visit the Revere Motor factory Monday at 1 15 for a demonstration of a new gas motor designed by Adolph Mosen chief engineer with Gil Anderson and Tom Rooney. The motor, inspired by Dusenberg features, uses a novel front assembly driving magneto generator fan and camshaft and in tests shows over 100 horsepower.
Mayor Barnes notes the Logansport Electric Light Department remains self supporting and will not raise electric rates. Despite coal and labor cost increases, the plant’s past profits have funded municipal needs, but revenue losses from saloon closures and higher operating costs push retrenchment.
A Hague dispatch to the Daily Mail says Germany demands Austria send ten to fifteen divisions to the western front. Austria agrees if Germans accept Austria’s Polish solution and a strong peace move including Belgium evacuation and restoration. Germany promises to concede the Polish question including naming an Austrian archduke as king.
Allied forces report progress on a three mile front between Goyencourt and Laucourt west of Roye in France. French troops penetrate Bois Des Loges south of Roye while British and French units advance toward Fresnoy Les Roye and Franzart. German attacks at Avre are repelled with heavy losses.
Notice states male persons who turned 21 since June 5 1918 and by August 24 1918 must register on August 24 1918. It advises consulting local draft boards for registration timing and process.

London dispatches report a spontaneous surge of enlistment by Jewish colonists in Palestine for British army units. Following the Balfour declaration, eager Jews from Jerusalem and Jaffa flocked to recruitment offices, with virtually all able-bodied volunteers seeking service in Jewish battalions aiding Britain.
The Vesle front battles see German attacks in retaliation for Aisne raids. German artillery and air bombing target French and American positions as 12 American aviators raid Aisne bridges. Allies gain control of Z wood and Damery wood with fresh gains and 260 prisoners overall. late attacks are repulsed with additional machine guns seized.
Indianapolis August 16 Labor conditions in coal mining prompt United Mine Workers to convene district presidents in Washington August 22 to press a substantial flat wage increase for all mine labor. Frank J Hayes says bonuses undermine industry and can be replaced without higher coal prices. they threaten production and national demand.
