At the regular meeting the Logan city Council reviewed a two page ordinance granting a 25 year franchise with city takeovers at fair value, ten free telephones, and the right to use poles. Home Telephone officials offered 10 percent gross receipts in lieu of cash, while a petition urged nominal terms to promote competition. The council set a mass meeting and public vote, and discussed lighting cuts and pipe requests alongside a water main ordinance.
