New Milltown began when Governor William Bigler approved an act creating parts of Salisbury and Leacock townships as Lititz district, later joined by Moravian Society of Lititz property. The Safe Harbor district was created in 1855 and absorbed into Conestoga township after iron works declined. Lincoln district covers parts of Earl Ephrata East Cocalico and Brecknock townships and lies north of Martindale, with no connection to the village of Lincoln.
