Washington plans call for thousands of youths to join voluntary enlistments and train six months before assignment to National Guard divisions and civilian units expanded to wartime strength. The move, aimed at offsetting a blocked merger between the National Guard and Army Reserve, stems from a push to add about 20,000 combat and supporting troops as 150,000 civilian reserves already join annually.
WASHINGTON UPI Senator Fulbright, chair of the Senate Foreign Relations Committee, won consent to vote presiously as he urges a long-range, overhaul of foreign aid. He defended three major reforms and hopes for progress next year as farm bill talks move toward agreement on wool and rice support programs.
The 1966 Linton Stockton United Fund drive funds Freeman Greene County hospital purchases include upright cassette holders for X ray work aiding heart and cancer patients, a spectrophotometer for coronary testing, a full sized whirlpool bath, and planned addition of a cardiac monitor and binocular microscope. Inoculation clinics and polio vaccine were financed from the fund.
The Greene County Chamber of Commerce group held its third organizational meeting at Klusmeier's Drive-Inn to promote tourism and new industry. Attendees from Worthington Bloomfield Lyons Linton and other areas discussed county wide unity and potential federal funds for community improvements with a next meeting set for October 21 to elect officers and form a nonprofit corporation.
State Auditor Mark France announced that checks totaling 10.9 million dollars are being sent to state and local officials for highway use. August receipts of the Motor Vehicle Highway Fund were 11.58 million, with expenses and deductions leaving 10.96 million available. The State Highway Department receives 5.81 million, counties 3.51 million, and cities and towns 1.64 million. Monthly distributions replace quarterly, complicating year-to-year comparisons.
The Senate unanimously confirmed President Johnson's promotion of astronaut Charles Pete Conrad Jr from lieutenant commander to commander in the Navy. Conrad is on a goodwill tour in Africa with L Gordon Cooper. Johnson also announced promoting Cooper from lieutenant colonel to colonel in the Air Force, but Cooper's nomination awaits sent to the Senate.
South Vietnamese and U S forces report a major victory near Qui Nhon with more than 600 Viet Cong killed and 91 allied casualties in a day of heavy fighting. B52 and carrier aircraft struck targets across North and South Vietnam as Skyraiders were lost and Vietnamese outposts were overrun then retaken. Consul general Jean Bion is reported missing in the central highlands, believed captured by Viet Cong.
A U S Navy communications center 20 miles southwest of Tokyo was destroyed by fire at 2 30 am. Twelve American servicemen were killed and fourteen seriously injured with 84 on duty escaping unharmed. Initial denial of Japanese firefighters hindered early access before they were allowed in two hours later. The classified relay station, built in 1926, remained secure and its operations were not disrupted.
NEW DELHI India accused Pakistan of violating the United Nations ceasefire at several frontier points as pro Pakistan guerrillas reported killing 83 Indian soldiers in Kashmir. The government said Pakistanis entered India and dug trenches at multiple points while Britain faced pressure over military shipments.
Washington reports grave concern over India entering the nuclear arms race after 86 Indian MPs urged Prime Minister Lal Bahadur Shastri to move to weapon production. The Johnson administration warned against such steps, warning of global proliferation risks. The war with Pakistan and Red China influence boost pro nuclear factions, though Shastri resists.
President Johnson announced a UPI bulletin that the United States will abolish the 1903 canal treaty with Panama and replace it with a new agreement. The pact will effectively recognize Panama's sovereignty over the Canal Zone and mark a major shift in U S policy toward the zone.
