Washington reports that Britain France Italy and Japan accept in principle the ten year naval holiday and scrapping of most warships while reserving some details. Briand signals France will go further than expected though Britain and Japan seek modifications. London papers greet news with cautious satisfaction as Hughes presses the plan at the armament conference.
Great Britain and Japan accepted in principle the American naval arms reduction proposal as the second international conference session opens. Sir Arthur Balfour will announce Britain's stance. Baron Kato will record Japan's support with caveats. France and Italy also back the principle though details remain to be negotiated.
The plan would not suspend shipbuilding for ten years as Hughes proposed but limit it to replacements. A committee of heads of the five great powers will refine Hughes’s basis into a plan acceptable to all and present it to the conference for final action. Britain and Japan joined America in armament limit support as the five-power talks opened in Pan American building. Marines guarded the building as plenipotentiaries met in seclusion.
Indianapolis November 15 The Public Service Commission says rate reductions will not come down to align with falling commodity prices. The annual report, released yesterday, notes rates were not increased in step with wartime commodity rises and must be revisited later.
Ora Cook, 19, who tried to kill herself by lying on a rail Saturday, was arrested and jailed. She was struck by a train near her home at South Fourth and Court last evening, thrown aside the tracks and injured. She was hospitalized for treatment.
In Peoria 8000 Illinois miners heard Redmond Brennen, counsel to Howat, denounce John L. Lewis as a trickster and attack Kansas industrial court law as unconstitutional. He accused Governor Allen of Kansas of courting moneyed power to gain national office.
In Terre Haute Navy era a theft reports jewels valued at 20,000 missing from Mrs. W. A. Bayfield hotel proprietor’s wife. The gems disappeared between Friday and Sunday night from her apartment while she was visiting Indianapolis.
C H Buford of Louis City Iowa is named divisional superintendent as Terre Haute division of the Chicago Milwaukee St Paul Railway becomes a division of the main line. C E Hair, general superintendent for eight years, is slated for retirement with dismissal tied to expense cuts. Peter M Fagan is transferred to division freight agent in a new Terre Haute office. C E Griffin rumored as assistant to the new head. Hair will stay two months to aid transition.
A cloudy night will see warmer temperatures in store. Wednesday remains unsettled with further warmth and a good chance of rain across the area.
Secretary Edwin Denby said no halt to American naval building will occur until a definite international agreement or congressional direction. The West Virginia superdreadnought will launch at Newport News as planned, while work on 28 surface ships and 40 submarines continues, despite calls in Congress to stop. The savings from halting would be only a drop in the bucket given the arms conference duration.
In Defiance Ohio on November 15, 58-year-old farmer David S. Shappel shot and killed his former wife Margaret Essex Shappel and then killed himself after she came to claim household items following a divorce. The incident occurred as her son-in-law Ray Cordray assisted, and Shappel also fired at Cordray before turning the gun on himself.
Mrs Martha Shordon a 76 year old woman living alone on a farm seven miles east of Fort Wayne was overpowered bound and gagged by three young men yesterday. They ransacked her home and took 2500 dollars hidden in a tin box authorities said.
New York November 15 managers of fifty two railroads east of the Mississippi and north of the Ohio began mailing notices to classes of railroad employers calling for conferences to consider readjustments in wages and to revise working rules. Train service workers face a ten percent wage cut while shop crafts and unskilled pay would align with other industries. If employers refuse the plan the cases will go to the Railway Labor Board for early action.
In San Francisco on November 15 twelve venire members were examined and five jurors accepted tentatively, including a woman, on the manslaughter trial of Roscoe C Fatty Arbuckle over Miss Virginia Rappe s death after a party at the Hotel St Francis Arbuckle appeared downcast as lawyers questioned jurors The defense may rely on hotel detective George Gannon to testify that Rappe absolved Arbuckle of blame while health issues were cited by the defense to suggest long term ailments
Owensboro Kentucky reports Judge W V Pinkston will leave the police bench December 5 after a term marked by a switch from a flat drunkenness fine of 30 dollars to a fixed 1 dollar and 2 65 costs for a drunkenness charge. He was defeated for mayor by Dr J H Hickman in the recent election.
A coroner's jury ruled the death of 18 year old Charles Willison as death by own action while temporarily insane. He was found hanged at home by his mother and had despaired over failing to join Englewood high school football. Mental derangement also linked to his wearing his sister’s silk underwear and a waist before his death.
Terre Haute Nov 15 President John Hessler of District 11 United Mine Workers will travel to attend a U S court of appeals session on the injunction against the use of the check-off system. The appeals court has set Wednesday for the hearing after a decision allowing miners short term use of the check-off.
