Brown executive secretary of the state board of charities will confer with Judge W H Richorn Bluffton on drafting the preliminary report of the board s investigation of charges by D C Stephenson that he was mistreated at the Michigan City prison. Richorn will review the testimony in a 500 page transcript to assess the matter before the report is approved and sent to Governor Jackson.
