The Chicago Tribune argues that Fremont, as head of a military department, used martial law to emancipate all slaves within rebel territory. It contends that Presidential orders cannot re enslave those slaves and asserts slavery ends where the proclamation applies.
Report of a Civil War clash on the Mississippi River near Blu Mills Landing. About 500 Union forward Regiment under Lieut Col Scott engaged 4,000 Confederate forces for an hour. Scott retreated in order. Smith’s command aided but fighting paused as dawn rose and the enemy withdrew. Scott suffered 6 killed 84 wounded 6 missing.
