The Town General Assembly adopted unanimous preamble resolutions pledging the state’s faith, credit, and resources to suppress treason and enforce federal law. It authorized sending copies to the President and notes the arrival of Col. Curtis to muster Iowa regiments.
The editor of the Démocrat accuses us of misrepresenting his paper and demands a full copy of an article he claims proves Unionist treason. He refuses, while others defend him as honest yet misunderstand his stance on secession and disbanding the Republican organization.
Legrand Byington denounces Democratic conventions in Johnson County for Union resolutions and condemns secession. Kentucky Governor Magoffin bans U S troops or Jeff Davis rebels from marching through Kentucky and calls for neutrality. Judge Hull proposes a 10 000 man border council to talk with Missouri to halt cross state conflict. Senator Douglas slowly recovers from illness.
The War Department hires Carl Schurz to raise a German cavalry regiment from Wisconsin. Only veterans of European cavalry are sought. A Milwaukee pistol gallery owner features a Jefferson Davis target with the caption shoot the traitor. Jefferson Davis target sells briskly. T Butler King fails to depart Paris without proper papers. he is treated as a US citizen. A Breckinridge command rumor is denied as false by New York Tribune.
The Railroad Company plans a one story Clinton car shop measuring 124 by 40 feet, fed from the Machina Shop power. They also cover the bridge superstructure opposite Clinton. Clinton County volunteers at Lyons drill, and local political notes include several election results and a senator’s letter on national issues.
The Chicago Tribune reports Missouri faces a potential clash as Gen Price's militia order and Harney's counter proclamation threaten to ignite a confrontation. Wisconsin and Iowa regiments reportedly mass near the state, with Illinois and Kansas volunteers prepared to rush in within hours.
Report of a Petersburg schooner bringing sixty five people and belongings to Reed street wharf as Union sentiment in Virginia triggers fear of enlistment or punitive measures. Refugees denounce Confederate pressure amid scarce provisions and looming poverty, while asserting loyalists face intimidation and violence.
A Virginian Unionist letter argues enslaved people seek liberty as Lincoln's victory looms. He cites slave uprisings near Petersburg, covert prayers for the North, and the belief emancipation will come with the war. The piece also notes Southern clergy and editors decry Lincoln while praising Davis.
Reports from Wasuixaton and Washington describe near two hundred twenty thousand regulars and volunteers offering services for a three year war. Governors and capitalists fund and organize massive preparations as Union authorities seize rebel documents and tighten mail and river communications to choke secessionists.
An inch bore cannon with a four foot wheel demonstrated at Thirty third Street, North River, firing balls at about 480 per minute via centrifugal force. Inventor McCarty, aided by six men, showed a continuous shower of balls hitting at 50 yards, asserting potential to suppress street mobs. Colwell of West Twenty Seventh Street manufactures them for possible War Department testing.
Major General Price and General Harney met in St Louis on May 21 and pledged to uphold peace under state and federal authority. They urged citizens to respect laws, avoid unlawful acts, and focus on civil business while avoiding military movements to quell unrest.
