The dairy forces led by Charlen W Holman of the National Milk Cooperative Association pressed the House committee for inclusion in the allotment plan. They would join the quota on a five cent a pound butter basis, contingent on a provision that the 20 percent acreage reduction under the allotment plan not be used to produce competing dairy goods.
