Washington officials report Hiram Johnson signals shifting stance toward approving the World Charter. Senate hearings on the charter begin with leaders like Hiram W. Indianapolis June 3 UP State Treasurer Mullis said cities would be forgiven delinquent penalties and that the one per cent interest charge would be assessed for a limited period. A Marion Superior Court ruling exempting municipal enterprises from gross taxation was reversed by the Indiana Supreme Court last month. Cities now must pay taxes on income from municipal utilities pools golf courses airports cemeteries rental markets wharfs and equipment.
Washington dispatch reports new Office of Defense Transportation rules limiting railroad passenger reservations to five days in advance. The measure, effective midnight, targets civilian travel as a response to wartime needs. Existing reservations under the old 60 day limit remain valid, but many vacation plans may be canceled or postponed due to space uncertainties.
London reports the Czechoslovak government agreeing to cede the Carpathian Ukraine and adjacent regions to the Ukrainian Soviet Republic under terms negotiated with Soviet officials. The pact, presented as independent of prewar borders, faces ratification by Czechoslovak and Soviet authorities.
Washington reports the Senate Foreign Relations Committee will begin hearings on the United Nations charter Monday July 9 under rules to limit testimony. Chairman Tom Connally announced after a committee meeting that hearings will be delayed one week after President Truman submits the charter for ratification. A five member subcommittee was named to draft hearing rules with Connally Senators George Vandenberg Green as members.
Mary E Wynkoop society editor and assistant city editor of The Reporter for 24 years has resigned effective today. She joined in 1921 and has served continuously. her husband A H Wynkoop also left The Reporter years ago. She plans to rest and the staff and public will miss her contributions to local news and Red Cross publicity.
Washington June 30 AP reports a major cabinet reshuffle as new members assume posts to streamline agencies. Lewis B Schwellenbach becomes Labor Secretary replacing Frances Perkins, Robert E Hannigan moves to Postmaster General, Tom C Clark becomes Attorney General, Clinton P Anderson takes Agriculture, Marvin Jones duties merged as War Food Admin. James Byrnes expected for State. vacancy remains.
Mrs Bertha Neese of Lebanon Indiana stands with Capt J J O Malley as she receives the Silver Star and Air Medal awarded posthumously to her son S Sgt Oliver R Neese a waist gunner in a New Guinea campaign. The ceremony occurred Thursday June 21 at the Stout Field base chapel home of the 1 Troop Carrier Command RAF. The citations note gallantry over Harbor New Britain on November 17 1942 and meritorious aerial flight over Gulf New Guinea January 1943 amid heavy antiaircraft fire and enemy destroyers. The story recalls a formation of B 24 aircraft bombing hostile vessels amid fierce combat and honors the sacrifice of Neese with other family attendees listed.
A London Daily Express dispatch from Branswith says American and British expeditionary forces may enter Berlin tomorrow. Reconnaissance groups from both armies have already entered the former German sectors seeking accommodations for the main forces.
An attempted robbery at the Farm Bureau office in Lebanon led to the arrest of Conder, who confessed to breaking into the Barsh Farm Bureau in Benton county on May 16 and to the Lebanon theft. Detectives Richardson and Freed traced Conder after a broadcast and he admitted the offenses and signed a confession. He previously served time in the reformatory and implicated a June 6 incident.
The Rotary Club held its annual year end meeting with a parade of members presenting reports on classifications membership attendance publicity and community service. Fred Sings chaired the educational committee as the group praised the four star meeting and thanked committee leaders for planning and execution.
Cologne June 30 Dr Konrad Adenauer American appointed governor outlines a four point plan to restore Germany and give its people hope He calls for currency stabilization for years a clear account of territorial holdings a central state authority with Allied governments and a federal three state nation split among eastern western and southern Germany He argues this would deter Nazi resurgence and urges continued Allied occupation for stability and guidance.
Colonel Austin R Killian announced personnel changes affecting Lebanon residents. Detective Ernest Richardson will transfer from Lafayette to Indianapolis headquarters, while Trooper Jacob Varntz now becomes a detective at the Lafayette post. Richardson has a long service record and three commendations. Continued on Page Four.
Marine First Lieutenant Wayne Boxies, 23, a pilot with a Fourth Marine Air Torpedo Bomber squadron, has returned from overseas service to the Marine Corps Air Depot at Miramar California for leave and reassignment. He earned his wings in Pensacola Florida after enlisting in 1940 and entering flight training in 1942, earning a commission and a rank promotion this past February.
Congress moved to complete work amid filibuster delays as Senate deferred major items including a $35.8 billion net army budget and $1.009 billion for Labor Federal Security programs. A cloture vote aimed to end the filibuster with limited debate time each day.
