Shanghai reports June 17 safety of Pekin legations, while Admiral Seymour’s arrival remains unverified. Diplomats fear prolonged Chinese crisis may outpace U S troop deployment as the rebellion widens and casualties mount around Taku forts and boxers.
Navy dispatch cites cable from Admiral Kempf dated June 1 reporting Taku forts captured by foreign powers and heavy firing at Tientsin on the 17th. He says foreign forces will act in protection, with 300 Americans ashore and 6,000 foreigners at Chefoo, while German and English troops have not arrived.
Berlin asserts Chinese government responsibility for recent events. A high foreign office official cites 26,000 Chinese troops who deserted to the Boxers and claims promotions of anti European officials show direct orders from Beijing. He says China wages war on all foreigners, including Germans, and vows vigorous, quick, and decisive action regardless of outcome.
Telegraph from Tientsin dated June 15 reports the safety of the foreign missionaries at Paotingfu under Gen Nieh protection. Twenty-five Americans with a Gatling gun arrive as chapels and mission stations of the Methodist Episcopal and London Missionary societies in the foreign settlement are largely in Boxer control.

London dispatch reports British penetration toward Machadodorp as heavy fighting palns emerge. Claims Kruger is aboard ship bound for Europe with a substitute in the executive car, while Pretoria warns that further disruption of lines will trigger farm demolitions within five miles on both sides.
In St Louis on June 21 Gov Stephen visits to assess the strike and the 2,500 posse guarding transit property. He declares dynamiting of street cars must stop, even if the entire police force is needed, and urges keeping posse in service through the Fourth of July for safety. If unrest subsides, gradual dismissal may follow.
Miss Joan Welch was attacked on a Transit Company car near Vandeventer avenue and Lucky street. Two unknown women beat her, tore her dress, and fled as bystanders watched. she escaped with injuries after cries for help went unanswered.
McKinney reports say amnesty for Filipinos follows a decree offering a free pardon to all who join the oath of allegiance to the United States, excluding wartime violators. Manila meetings signal hope Aguinaldo will surrender after negotiations with Buencamino party while marines await orders as rains bring hardship in the provinces.
Hopkinsville Kentucky June 21 J W Ware shot Rev W Piner pastor of the Methodist church on a pastoral call at Mrs Ware’s home. Ware fired suddenly. Dr Maer restrained him. Piner wounded but not killed. exchange not heavy. Examining trial set for tomorrow. Ware released on $1000 bond.
A heavily ironed Mexican accompanied by Glob Ate Taine—believed to be one of four killers from the New Rieu wella gang—allegedly arrived here to confront the gang after two station keepers were slain. Officers remain reticent though Owen hints at three more deaths.
A fire at the Visitula Avenue prison hotel in South Bend, Indiana destroyed the structure and caused a fatality and multiple injuries. L Smaluty Hudson of Michigan was killed. several victims including Mrs PoSmith Fred Myers Jo Johnson Michael Lynch William Allen were injured. The blaze triggered a massive explosion and rapid panic before fire crews arrived. The building suffered about $15,000 in losses and the hotel, formerly the College View, was destroyed.
The appellate courts upheld a lower judgment in Frank Bine versus Fannie M Reach and others over compelling Miss Hemel to admit a claim that pupils must attend a school when not vaccinated.
