The United States refused to withdraw its troops from Mexican territory, warning Carranza’s de facto government that the policy will not change. Secretary Lansing emphasizes the U S will pursue bandits and protect Americans, citing repeated incursions, lootings, and the Columbus attack as proof of ongoing danger along the border.
United States officials state no change in policy toward Mexico and warn Carranza that any move to eject American troops or hinder pursuit of bandits will be met with stern reprisals.
