The Senate plans an election year increase in Social Security benefits and tax rate. Currently workers and employers pay 5.2 percent on the first 9,000 of earnings, a maximum of 468 dollars per year. The committee proposes raising to 5.7 percent on the first 10,200, yielding a maximum tax of 581.40 dollars.
Senate support for a 20 percent Social Security boost grows beyond Nixon plan and a Senate panel. The Finance Committee tentatively backs 5 percent for minimum benefit recipients and 10 percent for higher earners, limiting increases for the lowest payers.
Washington DTI story reports EPA bans nearly all DDT uses in the United States citing uncontrollable persistence and environmental hazards. Effective December 31, the ban excludes limited exports and ongoing storage for sweet potatoes onions and green peppers. The action concludes long running debate sparked by Rachel Carson and cited by EPA administrator William D Ruckelshaus.
Sen Edward Kennedy of Massachusetts flatly said he will not seek or accept a draft for the Democratic vice presidency. He dismissed a Globe report and stressed he plans to support the party nominee and has no plans to endorse before the convention. He added that George McGovern is close to clinching the first ballot.

Boone County Welfare Director Marion Robbins outlined two changes effective July 1. The Work Incentive Program requires ADC mothers to register for work programs, with about 50 of 110 eligible expected to participate, exemptions apply for illnesses or caregiving. The second change aims to separate financial from social welfare issues, a shift already practiced, though it may require more staff per Clinton County and HEW demands. The 1973 tax rate is planned at about 18 cents, unchanged from 1972.
The Indiana State Highway Commission opened bids for 25 contracts with only 15 under the engineer's estimate. Triangle Asphalt Paving Corp. Lebanon was the apparent low bidder for Boone County Indiana 75 work at 47800 dollars. McMahan O'Connor Construction Co Rochester was the apparent low bidder for two projects with bids of 56250 for Hendricks County Indiana 75 resurfacing and 172627 for work on U S 231 Indiana 114 Indiana 16 and Indiana 55 in Jasper and Newton Counties.
