State moves to rehear Maxwellian bonus ruling
The Washington Attorney General asks the Supreme Court to modify its ruling that veterans enlisted before April 6 1917 are not entitled to the state World War bonus. L L Thompson and bonus chief John A Frater seek to align the decision with legislative intent and oversea service provisions. They note about 4425 claimants received $1.615 million and about 900 remain valued at $325,000. Bankers have pledged par for warrants if the court allows extra payments and Lt Gov Wm J Coyle, an overseas vet, supports full par payments.

Legislature built special funds on the general fund burden
For decades legislatures created special and permanent funds as popular demand grew. The general fund, once the sole levy for official salaries and state needs, has been reduced by shifting costs to dedicated millages for common schools highways and capital projects. The 1920 session and later moves broadened funding while unemployment in Washington remained low, with sawmills reopening and state employment stabilizing.
