Stamps to Bear Names of Postoffices
Washington dispatch reports new postage stamps issued in 190% will go on sale at 6000 post offices and bear the state and city names. The change aims to reduce post office robberies and aid tracing of criminals as in the Chicago theft case where nearly 100000 dollars in stamps were stolen. It also helps measure local business and prevents padding by residents buying stamps in nearby cities.

About 1000 horses and many dogs are treated yearly, with strong ties to government service and meat inspection roles in the U.S. Bureau of Animal Industries.

China’s path to constitutionalism and local self rule
The article argues China’s long history under an emperor obscures national democracy while local self government thrives. It notes Chinese patriotism is provincial, not national, and that citizenship must be learned as the state demands obedience rather than mere allegiance. It also reports on Spain Cuba insurrection, and an English lord found imbecile yet retains Lords seat and vote.
