Convicts to Work Public Highway in Washington State

State Highway Commissioner J M Snow says about forty convicts will labor on road No 12 from Pateros to the British Columbia boundary. The plan aims to cut costs by using convict labor, with maintenance expected at 60 cents a day on the road versus 32 cents in prison, while delivering potential $2.00 daily value to the government. This marks the first use of convict labor on public highways in the state and follows a prior experiment with a rock crusher producing crushed rock at about 37 cents per cubic yard, half the open-market price.
