The priorities director EB R Stettinius Jr announced that all steel and certain alloys would be placed under full defense priority. Steel firms must accept defense orders, shelving non defense work, with effect Sept 1. The order covers army navy British lend lease and requires a special form detailing the use of steel. The move follows earlier steps placing pig iron and silk products under government control and signals broader material conservation measures amid war tensions.
An executive order directs Federal Reserve governors to regulate consumer credit, shifting control over installments to the Fed. Initial steps focus on down payments and repayment terms, after consultation with trade and finance sectors. Congress weighs extended military service terms. administration faces opposition and shifting proposals. Propaganda from Russia and Germany colors front lines as Berlin experiences twin bomb fires and Britain continues aerial defense and attack campaigns.

G W Mc Cuen of Ohio State University advises checks for tractor overheating. Inspect for loose fan belt and dirt on radiator fins, partially clogged tubes, or a badly limed water jacket. If tubes are clogged use a caustic flush with lye or washing soda, heat the solution, run engine, then drain and flush before refilling.
The Board reports that lightning rods show an efficiency of 97 percent when correctly built and installed. Inspections of struck buildings reveal defects such as poor grounding to permanent moisture, insufficient points at chimneys and elevations, and insecure points and connections.
