Approval Bill Reforms Social Services and Revenue Sharing
The final bill sets a $1.6 billion ceiling for the program with $600 million for day care and family planning and $1 billion for urban distribution. It would cap social services, raise over time to $6.5 billion by 1976, and allot one third to states while cities and other units receive two thirds. The House limits education and welfare funds, while the Senate version drops those restrictions.
