Sweeping Change In Cotton Marketing System Recommended By Study Group
A 277 page study submitted to the Agriculture Department urges sweeping reforms of the cotton marketing system. It favors expanded CCC credit for foreign buyers, expanded food for peace cotton donations, broader use of spot quotations, model forward contracts, stricter bale packaging rules, and new tech to cut seasonal labor and dust pollution. The report, prepared under Earl L. Butz, calls removal of budget limits on CCC credit due to strong repayment, and aims to benefit U.S. cotton farmers and the textile industry.
