McNamara Taylor report on Viet Nam progress and future pullout
The McNamara Taylor assessment notes South Vietnamese forces take on planning and operations with fewer U.S. advisers. Remaining U.S. roles include training South Viet Nam’s air force and specialists, while pilots remain scarce. Intelligence from peasants improves as villagers feel safer in fortified settlements. Officials cite Lodge and Mrs. Nhu as aware, and NSC backing for the White House position. The end of 1965 is not the end of the Viet Cong threat, with continued attacks likely, but U.S. aims to enable Saigon to govern most of its territory and population.
