Byrnes Undaunted by Conference Yet Disappointed
Byrnes spoke before departure for Washington and remained hopeful about progress on peace treaty talks. He asserted that nations fully allied in the war must also shape the peace, noting Molotov raised no principled objection to a European peace conference but needed a personal chat with Stalin. Byrnes left Moscow convinced no major agreements were reached and anticipated a basic meeting of minds among Truman Attlee and Stalin before resuming negotiations.
