New FTC Rules Let Buyers Stop Payments on Defective Cars
Federal Trade Commission rules ending holder-in-due-course take effect today. Consumers may withhold payments to banks or lenders if a car is undelivered, damaged, or fraudulently sold, and seek refunds of prior installments. Courts decide unpaid balance disputes, with notices required to inform buyers of rights when financing from a credit company. A last minute dealer association bid to delay was denied in Louisiana.
