Welfare reform moves toward federal funding still unclear
The House Ways and Means Committee nears a decision on welfare legislation that would shift costs to states and push a Nixon style family assistance plan. A flat monthly federal payment is discussed with a floor of at least 2200 dollars for a family of four and 150 dollars for a single person, 200 for a couple, with states joining a federal matching fund. The plan would replace current state federal shared benefits for about 2 million aged, 81,000 blind, and 918,000 disabled adults. The article also recounts a separate account of Robert Louis Trotter, detailing his struggles with alcohol and his path through education and recovery.
