Washington AP. A new federal law bans harassment by debt collectors, prohibits night calls and threats, and requires written notices within five days of contact showing amount owed and recipient. It applies to third party agencies, not creditors, and sets enforcement by the FTC with private suits allowed.
AP report from Washington notes the NEA says bureaucratic inertia and prejudice, not money, hinder reforms to meet the 1975 law for a free appropriate public education in the least restrictive setting. Five million handicapped children exist. 3.6 million received needed help last year.
