Oklahoma Congressman Toby Morris was the sole Oklahoma House member to vote against the Eisenhower Mid-Fast resolution as the Senate amended version passed 72 to 19. Morris argued the measure is ambiguous and cedes war-declaration power from Congress to the President. Kerr also opposed it in the Senate vote.
