The piece traces Georgia prison reforms from 1943 under Gov. Arnall to the 1960s efforts of Gov. Sanders. It recalls Burns’s 1981 book and Georgia’s abolition of leg irons and chains, plus past abuses at Buford’s Little Alcatraz and the shift to modern dormitories at Reidsville for misdemeanants.
