North Vietnam warned of widening war in captured 1963 document
A December 1963 North Vietnamese Central Committee resolution foresaw possible U S escalation into North Vietnam and the war’s expansion. The document, captured in 1970 and released by the U S Embassy, warned of intensified fighting and the need to strengthen North Vietnam while relying on protracted warfare.
